Project Background

Kropz Elandsfontein (Pty) Ltd is applying for a new Atmospheric Emission Licence (AEL) to modify its existing Phosphate Granulation Plant in Saldanha Bay. As part of this legal process, we are inviting all Interested and Affected Parties (IAPs) to review the application and submit their comments within a 30-day public review period.

Applicant: Kropz Elandsfontein (Pty) Ltd

Project Location: Remainder of Farm Yzervarkensrug No.1132, Saldanha Bay, Western Cape (located within the existing ArcelorMittal / Saldanha Steel Plant site).

Nature of the Application:
The applicant processes fine phosphate powder into granulated fertilizer. The proposed modification triggers Category 5, Subcategory 5.2 (Drying of mineral solids using dedicated combustion installations) under Government Notice No. 893 of 2013.

Please note: This is a new AEL application for this specific activity; no existing licence is currently held for this modification.

The applicant has appointed Braaf Environmental Practitioners SA (Pty) Ltd (BraafSA) to facilitate the public participation process on their behalf.

The Licensing Authority:
The final decision on this application rests with the West Coast District Municipality.

Status

The Kropz Phosphate Granulation Plant modification is currently in the pre-construction / regulatory approval phase.

Specifically, the status is as follows:
Application Submitted: A formal Atmospheric Emission Licence (AEL) application has been drafted and submitted to the West Coast District Municipality (the licensing authority).

Active Public Participation (Current Phase): We are currently in a mandatory 30-day public review and comment period, which runs from 25 June 2026 to 27 July 2026. During this time, the public is invited to review the application and submit written comments.
