Section 24G Application for a Kaolin Plant on Erf 282, Atlantis
Project Background
DATE OF PUBLICATION: 25 JUNE 2024
The Kaolin Group aims to revolutionize the cement and construction materials industry by using raw kaolin as a sustainable alternative to traditional cement materials like clinker. They have built a plant to produce Limestone Calcined Clay (LC2), quartz filler and calcined clay, low carbon-footprint alternatives suitable for concrete, mortars, screeds, plasters, and more.
Location: The plant is situated in the Atlantis Industrial area at 7 Louwtjie Rothman Street, Erf 282, Atlantis, Cape Town, Western Cape.
Needed licenses/authorisations: i) A Section 24G Application is required to rectify construction without prior environmental authorization (LN1: Activity 34). ii) An Atmospheric Emissions License (AEL) is needed for operationalisation, categorised under Metallurgical Industry – Subcategory 4.1: Drying and Calcining.
Consultants: BraafSA will manage the Section 24G Application to the Competent Authority, the Western Cape Department of Environmental Affairs and Development Planning (DEA&DP). DDA Environmental Engineers (DDA) will manage the application with the City of Cape Town. The Section 24G process precedes the AEL decision but a joint public participation process is being undertaken.
Community Consultation: Interested and Affected Parties (I&AP) can comment or register for the project. Provide your name, contact details, preferred communication method, and disclose any relevant interests. By registering, consent is given under the Protection of Personal Information Act, 2013. Requests for removal from the I&AP database are accommodated.
