Project proposal: Arrow 4 Investments (Pty) Ltd is proposing to establish a medium density, mixed- use residential development on a portion of Farm 918/24, Stellenbosch RD, on the outskirts of Somerset West. 

Location: On Portion 24 of Farm 918,along the N2 (Trunk Road) approximately one kilometre from Sir Lowry’s Pass.

Regulatory requirement: Arrow 4 Investments (Pty) Ltd is lodging an application for:

  • environmental authorisation to the Department of Environmental Affairs & Development Planning (DEA&DP) in terms of the Environmental Impact Assessment (EIA) Regulations, 2014, promulgated in terms of the National Environmental Management Act (No. 107 of 1998; NEMA), as amended. A Basic Assessment process is being followed for this application – GN No. R983:Listing Notice (LN) 1:19 & 28.
  • for a Water Use Licence to the regional Department of Water and Sanitation in terms of the National Water Act (No. 36 of 1998).

WASTE MANAGEMENT LICENSE GRANTED

Notice is hereby given that on 6 September 2018, the Department of Mineral Resources (DMR) granted a Waste Management License (WML) to Vast Mineral Sands (Pty) Ltd in terms of the Waste Management Act, 2008 (Act 58 of 2008). The granting of the WML is subject to a number of conditions, which, along with the reasons for the decision, are set out in the WML attached to this email.

In terms of the National Appeal Regulations, 2014, and the WML, any person wishing to appeal against the decision must submit an appeal to the Minister of Environmental Affairs and submit a copy of such appeal to the Department of Mineral Resources (Northern Cape Regional Office), as well as all registered Interested and Affected Parties (I&APs), any Organ of State with interest in the matter within 20 calendar days from the date that I&APs were notified of the decision (i.e. by 26 September 2018).

The appeal and responding statement must be submitted in the prescribed manner to:

KENNISGEWING VAN OMGEWINGS-INVLOED BEPALING

Voorgestelde aansoek om Prospekteerregte op die Restant en Gedeeltes 1 en 2 van die Plaas Eiland Punt Noord Nr. 549 en Gedeelte 2 van die Plaas Klipkuil Nr. 547, Noord-Kaap

Aansoeker: Adomamanzi (Edms) (Bpk) beoog om prospekteerings aktiwiteite (vir diamante) te onderneem wat geofisiese opnames, boorwerk, boorresultate opnames, grootmaat monsterneming, analitiese ontleding (indringende) en geologiese modellering en hulpbron skatting (nieindringende) oor 'n oor 'n 5 jaar tydperk.

Ligging: Restant en Gedeeltes 1 en 2, Eiland Punt Noord Nr. 549 en Gedeelte 2 van die Plaas Klipkuil, Nr. 547, Noord-Kaap geleë ongeveer 2.4km suid van die Groenriviermond en is toeganklik vanaf die N7 noordwaarts na Springbok vanaf ‘n grondpad 4km suid van Garies na waar die Groenriviermond aanskakel na die weste. Deur hierdie grondpad vir 80km te volg na die riviermond kan die projek gebied bereik word waar dit verby die vuurtoring loop.

Wet: Kennis geskied hiermee van 'n Publieke Deelname proses en aansoek om Omgewingsmagtiging kragtens die Omgewings-invloed Bepaling (OIB) Regulasies (Desember 2014) (soos gewysig, 2017) afgekondig kragtens die Nasionale Wet op Omgewingsbestuur (Wet 107 van 1998) soos gewysig. Aansoek vir omgewingsgoedkeuring vir die volgende gelysde aktiwiteite: Staatskennisgewing R327: 20, 22, & 27; Staatskennisgewing R325:19 & 21; Staatskennisgewing R324: 12. 'n Volledige Bestekopname /Omgewingsinvloed bepaling Proses sal dus uitgevoer word. Kennis geskied ook kragtens die Nasionale Wet op Omgewingsbestuur: Afval, (NEM:WA), 2008 (Wet 59 van 2008) vir ‘n aansoek vir 'n afvalbestuurslisensie (Kategorie A: Aktiwiteit 15). Kennis geskied ook kragtens die Wet op Minerale en Petroleum Hulpbronne Ontwikkeling (Wet 28 van 2002) vir die aansoek vir ‘n prospekteerreg. Braaf Environmental Practitioners (Braaf), onafhanklike Omgewings-invloed Bepaling Konsultante, is aangestel om hierdie Omgewing-invloed Bepaling (OIB) en Publieke Deelname Proses uit te voer.

Publieke deelname: Belanghebbende en Geaffekteerde Partye (B&GPe) word uitgenooi om deel te neem aan die publieke deelname proses deur kommentaar te lewer op die Konsep Omvangbepalingsverslag wat vanaf 7 Maart 2018 beskikbaar is by die Garies Publieke Biblioteek, Hoofpad, Garies vir ‘n tydperk van 30 dae en op die projek webtuiste: www.braafsa.com (Documents for Comment – Klipkuil). Skriftelike indiening vir en/of teenkantings rakende die OIB en Afvalbestuurslisensie aansoeke kan ingedien word binne 'n periode van 30 dae wat op 16 April 2018 sluit. Indiening moet vergesel word van u naam, kontak besonderhede en ‘n aanduiding van enige direkte besigheid-, finansiële-, persoonlike- of ander belangstelling in die aansoek. Indiening kan gerig word aan Me Olivia Braaf op die kontak besonderhede hieronder.

U word verder uitgenooi om ‘n Publieke vergadering op 13 April 2018 vanaf 16:00 – 17:00 by die Garies Gemeenskapsaal by te woon.

Notice is hereby given of a stakeholder engagement process in terms of the National Environmental Management Act 107 of 1998 (NEMA), the Environmental Impact Assessment (EIA) Regulations, 2014 (as amended) and the National Water Act 36 of 1998 (NWA).

 

Project Description & Location: The proposed development site, Farm Groenland No. 214/12, Stellenbosch RD is located on the eastern periphery of Brackenfell, directly south-east of Protea Village and east of Normandie Estate on Kruin Street. The Perdekop section of the Bracken Nature Reserve abuts the northern border of the site, while being bordered to the east and south, by the Crammix site. The proposal entails a high-density residential complex made up of a range of 4 & 5-storey apartment blocks within a security estate. Braaf Environmental Practitioners SA (Pty) Ltd (BraafSA) was appointed to undertake the Basic Assessment (BA) process in support of Environmental Authorisation (EA) in terms of NEMA and the EIA Regulations, 2014, as well as an application for Water Use Authorisation (WUA) in terms of the NWA. The proposed development will have one main access from Kruin Street and a second emergency access off the same road.

BASIC ASSESSMENT (BA) PROCESS - HEUNINGVLEI ESTATE AND MIXED-USE DEVELOPMENT ON A PORTION OF REMAINDER OF ERF 1148, BREDASDORP – DEA&DP REF. NO. 16/3/3/1/E1/5/1089/18
Notice is hereby given of a stakeholder engagement process in terms of the National Environmental Management Act 107 of 1998 (NEMA), the Environmental Impact Assessment (EIA) Regulations, 2014 (as amended) and the National Water Act 36 of 1998 (NWA).


Project Description: Annison 35 (Pty) Ltd (the applicant) proposes to develop a retirement village and mixed-use facilities comprising a hospital, a hotel and commercial component on a 22.62-hectare portion of the property. Braaf Environmental Practitioners SA (Pty) Ltd (BraafSA) was appointed to undertake the Basic Assessment (BA) process in support of Environmental Authorisation (EA) in terms of NEMA and the EIA Regulations, 2014, as well as application for Water Use Authorisation (WUA) in terms of the NWA.
Location: north-western edge of Bredasdorp on Remainder Erf 1148 along the R316, at the entrance to the town from Napier.

Application for Environmental Authorisation (EA) to undertake the following listed activities:

• LN1 (19): The infilling or depositing of any material of more than 10 cubic metres into, or the dredging, excavation, removal or moving of soil, sand, shells, shell grit, pebbles or rock more than 10 cubic metres from a watercourse;
• LN1 (28): Residential, mixed or commercial development where such land was used for agriculture on or after 1 April 1998;
• LN3 (12): The clearance of an area of 300 square metres or more of indigenous vegetation;
• LN3 (4): Development of a road wider than 4 m with a reserve less than 13,5 m inside urban areas where the area has been designated for conservation use in Spatial Development Frameworks adopted by the competent authority.
Application for WUA for the following water uses:
• Section 21 (c): Impeding or diverting the flow of water in a watercourse.
• Section 21 (i): Altering the bed, banks, course or characteristics of a watercourse.

Opportunity to participate: Interested and Affected Parties (IAPs) are granted an opportunity to review and comment on the BA Report which will be available at the Bredasdorp Library from Friday, 23 November 2018 to 14 January 2019.
